The IDE is the software you use to create websites. There are many.
Below are a couple of online examples which you can use for free.
The choice is probably up to you - so you choose - or maybe try them all and find one that fits with you.
1. W3Schools - https://www.w3schools.com/html/default.asp
The site has every possible function you can imagie for building websites; and you can also try out code 'snippets' as you learn.
You can also create your own web pages on here.
2. NotePad
As you get better with HTML, CSS & Javascript. You can use plain old NotePad (Windows) or TextEdit (Mac)

3. CodePen - https://codepen.io/
CodePen is great for building your skills, sharing and you can create a one page project for free.
The payment option would allow you to build more.
4. Qouzr - yes right here you can create an umlimited number of web pages and link them together to make a site. You need some good skills to this but once you have it's a great way to practice and build sites that have no advertising or such on them.
You could even buy your own domain name name and then you cold have free hosting.
Go to 'websites' from the main menu, and choose where to start from.
